Leanne Spinks was a guest character in the second series of Tracy Beaker Returns.
She was a member of the council that was sent to investigate Mike Milligan after Lily Kettle fell off the roof during a protest to keep Elmtree House II open. She had to write a report about Mike, for the jury's verdict on whether or not Mike should lose his job or not. Everyone saw Leanne as the bad person, but she was just having to do as she was told, as that was her job.
